I was wondering if there was a way I could increase my total amount of system resources so I wouldn't be running at around 30-40% when I have some applications open. Would adding more ram help any? If not is there any other way?

OF COURSE MORE RAM WILL HELP!! YOU CAN NEVER HAVE ENOUGH!!
if you can't get more ram...then use a ram optimizer. it will clean up your system resources...

:D Adding rams (256 is nice enough) is sure help to run your applications more efficiently, but watchout on some OS that bog down with too much :eek:rams...... :D  :p

**Edit**
System resorces have little to do with RAM you have or free hard drive space, either. Windows System Resources are actually reporting the free memory remaining in five small "bundles" of memory managed by two programs the operating system uses for a all kinds of tasks. The Two programs are USER.EXE, otherwise known as the input manager, which gets three of "bundles", while GDI.EXE, the graphics display interface manager, gets the other two.
The two programs will keep track of all the programs windows you have open as well as handling drawing objects and assisting prinitng tasks.
What I suggest for you to do is to clear your start up menu. Only run the progrmas nessesery to keep you system operational. To do this Click on start>run>[type]"winconfig"
A window will now open click on start up tab. Now uncheck everything you don't need. This is the easy way to do it the proper way is to get in to your registry, but if you are not familure with the regedit then just use the for mentioned.
Good luck.

Run as few SysTray programs as possible (icons in lower right corner.) Close them out manually or disable the start with Windows command in their main menus.
Delete unwanted StartUp programs from your Start->Programs->StartUp folder. This won't delete the programs, it will just prevent them from loading up on their own when Windows boots, and from loading/running in the SysTray upon boot.
Click Start->Run and type in MSCONFIG; hit Enter. Click the Startup tab and remove any unwanted startup items. Some of your SysTray and StartUp folder programs hide out here, too.
Delete your Temp Internet cache, or just increase the cache size. Some people have run their comps for years and never emptied this... *shudder*
Run only *necessary* applications. Composing an email while listening to mp3's, downloading pr0n with multiple IE windows open, photochopping your forum enemies' pics and running multiple XDCC's in IRC is going to stuff up your system something fierce. Remember, pr0n first. ;)
Add more RAM!!! It's reasonably-priced these days.
