Program Menu - Why is this so retarded?

i open my programs tab on the start menu, when it opens, it's a very small selection of proggies, that includes every ms app i own, of course (gee i wonder why that is), and if i wanna see all of the programs, i have to click a little bar at the bottom w/ an arrow pointing down, if i want to display all of my programs. I get a popup help message that says if i don't wanna see this happen i need to change the setting in the taskbar/startmenu configuration in control panel. However, i don't see anything in there to change this worthless feature and would appreciate a hint from somebody who has solved such a small annoyance themselves.

I run in 1600x1200 so my resolution/screen area is not the problem.
Also i changed the start menu from that monstrosity that comes w/ xp to the standard 98 menu, if that helps anything.
