I guess I will start my first post here as a question :p . If you have a notebook (dell) with a Celeron 1.6 processor can it be upgraded to a Pentium 4 processor?

AFIK Intel notebook procs are only produced in a solderable form. Desktop chips use sockets. There are some notebook models that use desktop chips. SharkyExtreme.com
