Can I do that?

I got old Compaq aero 90 mhz in speed.
Can I overclock the PDA CPU?

The Palm PDAs with the 4.x OS or older are overlcockable. THe PPC PDAs are also overlcockable that have the pxa250 chip (most latest models include this chip)
As for the Palm TT with the TI OMAP chip, haven't heard of any overclocking yet...
