Is there anyway to connect a laptop hard drive to a desktop pc? Is there some sort of adapter that would connect between the HD and a standard ide interface and provide the power?

Yes, you can get an adapter to connect a laptop's IDE hard drive to a desktop machine. You can actually get internal ones for just a few bucks, or you can get external ones that allow you to connect the drive via USB or Firewire.

Go to pricewatch.com and search for 2.5 3.5 ide adapter and you'll see internal ones for around five bucks. If you're interested in an external one, HERE (http://www.newegg.com/app/viewproduct.asp?DEPA=&submit=Go&description=N82E16817145301) is a link to one on newegg.com for $35.

Yeah, after posting here did some research myself and found them at Microcenter for 10 bucks. Thanks for the help.
