Before you cut, tell us what kind of fans you have and where you have them:) There a few things you can do before adding a blowhole that will help.

well i wanted it quieter so i switched my psu fan. should the back fan of the psu be exhaust or intake and the bottom of the psu intake or exhaust. and i have 2 exhaust in the bak and one intake in the front to cool the hdd. thats bout it. >.<

The bottom fan in the PSU should be intake while the rear fan should be exaust.

Instead of adding a side window, I would add a blowhole. You have enough fans though so I don't know why your temps are high, unless you have a high ambient temp. What kind of case do you have?

Your power supply fans should suck case air into the power supply, and then blow it out of the power supply.

so, the fan that's on the outside of the power supply should be an exhaust, and the one that faces inside your case should be taking air into the PSU.

To get better temperatures, your first bet should be to cut out the stock fan grilles on the back exhausts for your case, and replace them with something non-restrictive, that way your exhaust fans can push air out more easily.

Then if you're still running too hot, I'd suggest cutting either a 92 or 120mm exhaust blowhole in the very top of your case, sucking air out from the space between your PSU and optical drives and blowing it out of the case.

As aforementioned some people like a side intake and some like a top exhaust. Myself I went for both as pictured here:

120mm is the side intake. The top is a 80mm.
