I am not familiar with your specific laptop, but I think I can still answer your question from the information you provide. IGP means "Integrated Graphics Processor". That means that the graphics processor is contained within the chipset on the motherboard. I have never heard of a laptop with integrated graphics that provided an AGP slot for a graphics upgrade. So to answer your question: No, you can't.

"The RADEON IGP family also features ATI’s exclusive FLEXFITTM Universal Platform Architecture, which allows computer manufacturers to design user-upgradeable notebooks by offering a baseline platform and notebook add-in cards. ATI’s pin and driver compatible lineup of mobile processors means that OEMs only need to design one motherboard and one add-in card for multiple product segments, and can then deliver user-upgradeability without requiring the user to install a new driver."

Well, I learn something new every day. In that case, I recommend you call HP technical support. Since each notebook is different, if an AGP graphics card is available for your notebook, HP would be the one that would have to provide it. Also, just because HP could have used this ATI chipset to design a user-upgradeable notebook doesn't mean that they did do so.
