Quick question.

Can I paint over a couple layers of clear coat? Or will I need to sand it down?

you can paint over it, but it would be in your best interest to clean the surfac with soap and water, or just sand it down to get a nice un-smooth surface for the paint to adhere to.
if you just paint over it, clean or not, you stand a greater chance of the paint flaking off or cracking, just chipping really easy.

basically I would recommend sanding, five mins with some 320 would work just fine (a sanding block would also help if your surface is flat)
chipping is bad :D
