Preface:

I am sick and tired of Palm and their sometimes it works, sometimes it doesn't products. And their oh so incomplete tech support.

So, here's where I'm confused... I need a MS (oh God am I really saying this) based PDA and I could use some feedback.

1. I don't need a phone.
2. I don't need wireless since I don't read email on my Palm.
3. I do need a reliable portable iteration of Outlook that will not randomly delete my files, decide I'm not who owns the Palm, and who doesn't charge $25 to answer a simple question that ISN"T on their support site.

Suggestions please.

I would recommend trying a Pocket PC device before going any further, from what youv'e said it doesn't sound like you're going to get on well with an MS PDA.

Pretty much any current "Windows Mobile"-based PDA ought to do the job. There are parts of the GUI that aren't laid out quite as friendly as PalmOS, but it's been my experience that the MS-based PDA's are a whole lot more stable and better-supported.

The last time I priced out PDA's, Dell's lineup provided pretty good bang for the buck.
