Some decent friggin web hosting!!!

Anyone know of some good hosts? I'm so sick of junk hosting...my current problem is the administrator has his server so secure it is causing me all kinds of problems, and one of my domains keeps going down regularly. What I'm looking for is reliable fast hosting with good support, around 100MB quota, 4GB or more of xfer per month, shell access, no more than $10/mo.
