You would get about the same performance and a reduction in power usage. I currently have a 980ti blower model that overclocks nicely to 1450mhz. This puts its performance on par with a 1070ti. The 1660ti performs about the same.
A better value would be to upgrade to the 2070 or 2080. The 2060 isn't that much faster than a 980ti, but does allow for ray tracing albeit in limited form. I upgraded from the 980ti to the 2080 and got a massive boost in frame rate.
Don't feel bad about this though. The 980ti was just a very well built card that has a lot of longevity compared to average gfx cards.
Yeah, I'd forego on 1060 Ti and either go for 2060 or AMD's Vega 56.
I'd say keep the GTX980 Ti for now, it's still a good card for 1080P to 1440P gaming, save up and extend your budget to fit in an RTX2060 or VEGA64. BTW, what games and res do you game at? A Gigabyte VEGA64 Gaming OC (I use the very same cards....yes, two of 'em in CF mode) and it run relatively 'cool' at 75C max with custom fan curve set in Wattman (my case has pretty decent air intake and exhaust).

Though the VEGA64 (or any higher end cards) is faster than the GTX 980Ti, but I believe the latter is still a very capable card, keep it and wait for newer cards from nVidia and AMD. You can afford to wait with that card....
