4200Ti is the best card under 100$, but if you are buying a new computer you shuld get a good card now and not wait for next year.
9800 is a good chice for a high end machine.

I'm especially interested in GPU's that now cost between 120$-200$.

9600XT while being a nice card give less bang/$ then 9600pro & 9700Pro.
And on most review sites scores less then 5700U (they both have the same listed price, 199$).
Given that I can't recommend...

Slow computers are better of with FG3 or GF-Ti, this cards use the least CPU overhead.
Maybe the Radeon 9800 on your friend's computer was slow becouse the old NVidia drivers ware interfiring with...

Don't get your hopes too high on thet softmode.
IMHO it's better to get some decent video card.
The rest looks nice, but why not change the mobo so you could use DDR & you won't need that convertor.

Go to the bios setting and search for FSB, raise it a littel each time, then reboot and cheak for stabilety.

Are you shoure they have 16 pipelines? I didn't thoght 16 pipelines card are comming out any time soon.

Also Thoroughbred are clocked higher to compenset, thets why they have less room for overclocking.

You can get a new one for 250$ so 200$ for a used one is OK.

You won't get a bottleneck if you OC to at least 2.8Ghz,
but I'm not shure if the performance boost going from 9700P too 9800P is worth the premiom you pay.
