I have this game (Jane's F/A-18), and it seems to change its priority to High, every time I start it. Is there a way to put its priority to Normal at startup, and stop the program from changing it? ...

I can set my resolution to 640x480 by going to Display -> Settings -> Advanced -> Adapter -> "List All Modes..."
I'm not sure if that exact sequence will work for you, but it should be possible if...

You're doing adaptive scanning, I think. That's where it just scans through the entire frequency range and picks up EVERY channel (even if it's not a "standard" frequency), and just assigns them...
