A dell 8100 laptop with a radeon 7500 64MB, 1.13GHz PIII-m, and 256MB SDRAM,
-or-
A dell 8200 laptop with a GF4 Go 440 32MB, 1.6GHz P4-m, and 256MB DDR266?

The second one. CPU/ Memory don't make that much of a difference as compared to the video card but the video card is almost identical so the 2nd one gets the edge, although not a big one.

Will the 32MB vs. 64MB on the video card make a difference, cause dell wants another $180 for 32mb more on the gf 4 go.
Also, if on equal systems, which chip is faster, the gf4 go or the radeon 7500?

Yes it will make a difference.. 20%-35% in game preformance or more.
GeForce 4 Pro if faster then 7500.
