Well, its currently in beta and people were expecting it first-half this year. Some people believe that M$ has decided not to release SP3-final in favor of getting people to buy XP. As you may already know, M$ has decided to retire Windows 2000 (not allow OEMs to resell it) as of April, 2003.

The concensus is that SP3 is basically done and you should be able to download/install the latest SP3-beta without any problems. However, if you want SP3-final, your guess is as good as anyone else as to when they are going to release it...today, next month, next year, never.

Remember that M$ historically has kept the last service pack(s) for its NT OSes under wraps for its high-paying customers. For example, NASA had a copy of NT4 SP7 and SP6a was the last one publically released.

MS has done a lot of things like this for their big $$ customers. These guys (like Nasa and a lot of DoD groups) pretty much all run their own special version of Windows 2000. We've never been able to back out what's different, but talk about annoying customers to support:

us: "What OS are you running?"
    them: "Windows 2000"
us: "Which SP are you on?"
them: "Uh, we've got our own version."
us: "Great, and now you want us to build you a special version too, without having access to the build platform, right?"
    them: "Yes."
us: "Hold on, my cell phone just died..."
