SYMPTOMS
When you are installing Windows 95 or Windows 98 on a computer that has a CPU that runs at 2.2 gigahertz (GHz) or faster, you may receive the following error message:
While initializing device NDIS: Windows protection error
CAUSE
The timing calibration code in the Network Driver Interface Specification (NDIS) driver causes a divide by zero if the CPU runs at 2.2 GHz or faster. This problem does not occur with CPUs that run at 2.1 GHz or slower.
RESOLUTION???
Any idea on how to get around this?

Yup. Underclock the CPU while installing Win 95/98. Once installed, set it back to default speeds.

I get the system up in safe mode, but I need a way to update my windows drivers, that is if there is a driver to fix this problem. I going to update to xp soon, but I will need to get windows 98 up and running to update. I guess I could under clock then install XP, but I would like to wait some before purchasing XP. Any other ideas?

Other than my first suggestion, read Microsoft Knowledge Base Article - 312108 and contact Microsoft Product Support Services as instructed to obtain the fix.
What you need to fix your problem is HERE. I'm not sure where and how to place the driver though.
