okay i got a HP 1101AX then i add a happaugh wintv pci card and evertime i have yahoo chat with voice
and when this program is not running the on-board sound card " Realtec AC97 will make the sound so low if i use wintv so this is what i did i stop using yahoo all together and it work but this happen 3 time so is ether

realtec fault
or is BOTH there fault so i figure what about a sound card will that help and a better tv card and advice ?
not failiar with the hauppague wintv, but i suspect the RealTek codec is being used by wintv - when perhaps it shouldn't be. The Onboard Sound (RealTek) should be relegated to the voice, fax, data (COM,VCOMM) stuff (except perhaps when watching DVDs, etc)
- yet depending upon what you're watching while using wintv, will determine what codecs it will use to interpret the audio from the audio signal stream...perhaps you can tell wintv to stop using Realtek codecs (you may need to isolate the audio for tv/dvd to wintv in it's mixer, options....tell it to use 2.1 sound instead of 5.1,6.1)
maybe disable the Realtek "entirely" by Disabling Onboard Audio in the BIOS -- i can see a lot of reconfiguring for all your audio/voice apps afterwards though
....oh - the winTv card is not also a sound card ? -- then yes, get a sound card
