It's a format for writing to recordable optical media. 9660 is the standard most of us have devises built to, 13346 is an updated version that includes the stuff missing from the old standard. AFAIK, most devices already supported the newer standard anyway.
So you are not looking for an OS, just a device/firmware and perhaps a software update.

.....
DVD-Video discs use only UDF with all required data specified by UDF and ISO 13346 to allow playing in computer systems. They do not use ISO 9660 at all. The DVD-Video files must be no larger than 1 GB in size and be recorded as a single extent (i.e. in one continuous sequence). The first directory on the disc must be the VIDEO_TS directory containing all the files, and all filenames must be in the 8.3 (filename.ext) format.
DVD-Audio discs use UDF only for storing data in a separate 'DVD-Audio zone' on the disc, specified as the AUDIO_TS directory.
more about each UDF version;

how or what you did wrong, I dunno -- perhaps you didn't structure them correctly, ...or maybe used a RW proprietary format like Nero's "InCD" to create the disks ...
Are you using Win2K ??

can't remember off hand what i used to make them, but i didnt burn them (sorry about the "backing them on disc" earlier. ki meant hdd. i just kept them as .iso's when i got my bigger hdd and just transferred them into an empty partition on this new drive hoping i'd get some blank cd's eventually (which i finally did the other day). like i said before i reformatted they worked fine. i have the .net 2.0 fm installed and not 1.1 but i trust that wouldn't have anything to do with it.
