Question Difference Between Active and Passive Cooling

What is the difference between active and passive cooling in reference to cooling a CPU? What would an Intel Heatsink-Fan be classified as?

Active cooling means it uses a fan, passive cooling means it's just a heatsink without a fan. So an intel heatsink with a fan would be active cooling.

To add to PriMaTe, temp and noise factor into why people might choose a passive or active cooling.
