I wonder if there is a program to help manage Windows services? Something that has detailed descriptions of them and recommendations on what to do with them?

In general playing with Services yeild No real benefit, and many time destabilize the installation.
In the past it helps somewhat with Laptops that had less than 256MB of memory by freeing some memory for general use.
Otherwise in a newer computer with decent amount of memory it does Nothing.
Many benchmark show that it does not improve performance per-se.
It is tricky to use other advice on the issue because you do not know what exactly (application wise) they have on their computer and how they use.
Many services have dependencies that people are unaware of.
People switch Off Services, then later on down the road something does not work and it is very hard to trace it to a Service that was disabled a while ago.
