    Administrator control

As the title says,I would like to know how to gain total control of my system.I have stray files from Avast in the C drive and I can find them in search. When I try to delete them,I get told I need permission from System and or Network !Needless to say,I have tried all I can think of,even tried in safe mode and nothing doing.I uninstalled Avast, using Win 7.This is totally frustrating.
