    Laptop cooling

I have an odd problem, with the laptop I have.
Is a Toshiba c655 s5132,old school but I like it very much.
Two wks ago I replaced the cpu,and in order to do so,you must remove the board.
While I had it out,I decided to clean the fan. When I took it out I noticed that, where the fan goes the fan opening was sealed

I am using the OEM that came with it.What I am saying is,the bottom cover where the fan outline is there but the slits are all closed.
The vent is there but,is totally closed. The fan draws air from slits right below, the exhaust opening.

So did you end up trying to open up those vents? The vents aren't "activable"?

Wow... what sort of material is blocking those vents? Is it easily removable?
