Sure it can, my 600e runs very happily at 800, with Golden Orb. Did so on first boot, infact it's never even seen 600!
Some, but not all chips need their voltage upped before they are 100% stable. As for motherboards, almost all of them can handle 133mhz. The only thing that could stop you is ram. My generic PC100 is pretty happy though.

As for the overclockability of a specific CPU, it will always vary. Stepping, week, etc make a big difference. Check http://neo3.sba.com/cpudb/index.cfm for a general guideline to the OCability of your CPU.
As for the motherboard, the Abit BE6-II is pretty much the OC champ, with the ASUS P3V4X being right up there too.
