No, they're not. The Athlon 4 is based on the newer Palomino core, and isn't even available yet. The Palomino can outperform an equivalently clocked Thunderbird by about 10% due to Hardware Prefetch. Also, the Desktop Palomino should have more overclocking headroom, require less extravagant HSF's to reach those higher overclocks, and it's new SSE instructions will help it out a little bit more too.
Since ABIT plans to release a bios update (if they haven't already) for the KT7A to support Palomino, then he should get the Palomino if he's planning to buy when the desktop Palomino is actually available.
