Did you find homeworld 2 hard?
I personally found it really easy, especially after around the 4 or 5th mission (im thinking of when you meet the movers), when you didnt have to do any more mining due to the auto harvesting.
As for not being able to build up the fleet before you warp out, there was usually enough time before the first wave would hit your base to pop some guys out of your production areas.

It'll get harder, as indicated by some.
Sometimes you just won't have time to build your guys.
I don't know why, maybe they got all wiped out by the sun and you have to start anew.
Just a guess.

I finished it and only had to restart the mission where you attack his mothership for the first time once.
wait, thats not true, there were a few other restarts, but not due to the fleet being crushed

Yeah, well I doubt you frittered away your RUs in level 7 and showed up in 9 with just 24,000. 
Had to go back and replay Level 7. Now have 114,000 RUs and am ready to rock!
Overall, I'm not finding it that difficult, since 9 is the only one I had to restart. I haven't used the "pause, issue a command, then unpause" trick yet.
The backgrounds in 7 and 8 are just... awesome. Reminds me of the first time I looked at the sky in the Karos (Junkyard Dog) level in the original Homeworld.
