I have seen standby do odd things some some laptops. Try rebooting, and seeing if the power management and screensaver work as expected. If they do, put it in standby, wake it up, and test again. There's a chance this will reveal that simply going into standby somehow plays with the power management settings. I'd only put 1/3 odds that this is your issue, but I have seen it before.

Some laptops have BIOS options which will override the Windows PM settings. Check this and make sure you don't have conflicting settings between the BIOS and Windows.

do you have any other opinions? i checked the bios and there was nothing there that said anything about power management other than being able to turn on the computer on a schedule. and i set the screen saver to 1min and 2min past with nothing.
