Need help with Rome total War

My grandson needs help. Read thread that said run or go to
data\world\maps\campaign\imperial_campaign\descr_strat.txt how do i do this?
Hes trying to go to unlockable nations.

Got it Thank you.Sorry didn't work I cut and pasted the unplayable factions to the unlockable nations,saved, and closed.But it didn't work.Any help out there?

I think you missed the last line

now you need to complete a campaign mode and all of the factions will be unlocked
