hmm.. does anyone know of a Quality of Service (QOS) program for Win2k that will not let cpu usage get above say 90%? i find sometimes some things grab 100% usage and it really pisses me off, making the machine unresponsive for some time...

i don't know of any software like that, but can you clarify:
you want the CPU not to go above 90%? surely that will just make it slow down when it gets to 90% utilization in stead of 100%. unless there's some software so that a single program can't take more than 90%.
well, i dont want my system going over 90% usage, system as a total, not just a single thread/app etc.
i want my machine to remain responsive, not bog down for a few minutes etc every now and then. i'm not looking for some kind of hard real time, etc, just more control over the system.
to clarify your question, i dont want anything going over 90%, so no it wont slow down by stopping at 90 instead of going to 100. if its running at 90, going to 100 wont make it finish that much quicker, but it means with that 10% spare, the UI and subsystems (hd, etc) will have more time to respond and not back themselves up with messages+cache, etc.
