I consistantly get higher speeeds with my Win2k LAPTOP now adays. My PC is running WinXP and has a faster process, mboard, drive, ram etc.
Is this consistant w/others w/o tweaking either?

This is because XP reserves a portion of your bandwidth for its own use.

It isn't MS innovation. It is industry standard QOS functionality. If you can't use or don't want QOS disable it. There are some articles on tech sites explaining how to change the % of bandwidth reserved for QOS in group policy (default is 20%). Some folks report no difference in thruput. I don't have XP so I can't tell you how to make the change or if it is effective.
Most people now believe that changing that QOS value in the policies does nothing. XP still "reserves" the bandwidth anyway.
Another reason why I won't buy WindowsXP. (among many)
You don't have to install QOS on your system. Unfortunately it is installed by default. AFIK It is an optional component that can be omitted by doing a custom installation.
