I cannot decide whether to stick with the retail layer of black good that came with the retail Intel heatsink, or to use Artic Silver 2. I have AS 2.. will it dramatically effect the heat transfer?

Well the p4 1.6a overclocks very well with stock cooling, however if I were you I would put on the AS2. It can't hurt only help unless you apply the coat to thick and so fourth. So why not apply it. If you dont want the hassle then check your temps if there a bit to high put on some as2.
Your temps could go down anywhere from 1c to 5c. It all depends.
My vote goes to the AS2. :D

The thermal crap that comes with most heatsinks is no good best go with as2 or better yet as3
