2) You can do either one. Most people would suggest (as would I) to try your best to remove all traces of the generic and 7200 driver, THEN install the 9800, although you can just install the 9800 if you want.
1) The PSU fan doesn't suck any power from the header since it's solely used for monitoring the fan speed (although it would be funny for the PS to send power to the header in order for the header to send power to the PS :p)
