New video card might be in order.
I will probably be purchasing a 8RDA+ and a 2500+ to go with my PC3200, but as of now I have a 1600+ @ 1.95Ghz and a 8K5A2+. I have an MSI Ti4600 (she does 336/776) and I am curious of my options for a new card. I am not sure of my choices, but I don't want to spend a fortune and I would like the card to be faster than a Ti4600 (;p). Should I even upgrade, if so what should I get? I want the new card to have overclocking potential as well... that's a given. :)

Define what you consider to be a fortune. In my opionion, to be significantly faster than a Ti4600, you would need a 9700Pro. I think they are around $250 now. If you think that is to much, I would suggest you wait for a price drop. A 2500+ paired with a 4600 should do pretty good in HL2, but mearly adiquate for Doom3. Looks like you could tough it out until next winter before you would need to upgrade.

Fortune: $250 and over. I have paid a lot more for cards in the past, but I am looking to not spend a huge amount this time around. With my current setup I average 40-60fps in Planetside and in battle it drops to 19fps a lot of the time, which I don't find enjoyable. That's with all settings on low, 32bit, all options selected aside from ground, rock and floral textures (1024x768). It's my favorite game right now, and it's hardly playable at times.

Well, you should get a nice boost, just with the change of processors. I would guess that your 19fps would move to 26 or so. A good video card would give you a little more. You could always upgrade the videocard later, see what the 2500+ gives you, then decide if you need to upgrade.

That's a sweet overclock. My evga 4600 tops out around 312/7something.
If you want a new card, then I don't see why you wouldn't go after a 9800 non-pro for around 250. High end card for a mid range price. :)
-edit- But if I were you, I'd wait and see what your new CPU/mem can do with the 4600, because there should still be a little juice left. :)

Unless you're nuts about AA/AF, the Ti4600 isn't going to be decimated unless you're willing to pay for it. I went from a Ti4200 to a 9700np - I felt like that was the way to go....the 4600 is, I think, too close to the others to make the $$$ worthwhile. Plus, as was said, prices WILL drop....
