you can also access the netwoking properties through the control panel...
perhaps changing a value(I.E. add file and printer sharing) then remove it to what you prefer... that might restore it to the desktop...
Goto the control panel and Select the Network Icon. Under the Properties Tab choose - Install. Re-install the Client for Microsoft Networks and the Icon will appear. Been so long since I looked at a 9X desktop that I can't give you 100% exact steps, but that should do it. If for whatever reason that it doesn't, try changing the Primaru Logon to Client for M$ Networks. This will be in the Network Properties as well.

You can also download a little program from microsoft called TweakUI (actually, it may be on the Windows disk...). Anyway, in there, under the desktop tab, you can choose from a bunch of stuff to have on your desktop. There, you should be able to check the box for network neighborhood.
