I pop the top off mine and blow it out every now and then
I have never attempted to open up my PSU and check it out inside. You shouldn't have any problems with the dust in there though. ;)
never been shock by a power supply by just taking the cover off to blow out dust, and don't worry about the caps unless you are pokking your fingers around to find the traces that go to both leads of the cap.
mines dust free... intake filters

I'm going to wait a few more years so I can build a mini-snowdustman out of it...maybe paint it white..give it some black eyes/mouth and maybe a toothpick for a nose.
