Cables (SATA power + connection) don't come with "bulk" drives, which I guess is another name for OEM, right? Some should be given with the motherboard, or will I need to order cables too if ordering a new system?

Cables will not come with a bulk hard drive.
Cables may or may not come with a systemboard.
You need to check for what is included for each specific board you are considering.
My last build cables came with the system board as well as with the disk controller board.
I haven't bought a retail (boxed) HDD in years. I always buy OEM.
All of my past motherboards of the last several years have always included sufficient (indeed, extra) SATA and IDE cables.
As long as you're not planning on running a massive RAID array, there should be plenty of included cables with your motherboard.
Any motherboard you're going to buy off Newegg, Amazon, or ZipZoomFly is going to have plenty of SATA data cables. You're power supply will have plenty of power cables.
