Have home premium and get refused access to a large number of folders on the computer. I am the only user. Have checked the properties of the folders and all accounts have all privileges to the folders in question. I'm stumped.

What folders? Many folders are accessible by the OS only while others require elevated privileges granted when the task starts.
Sounds normal to me when I guess that you're trying to access some of the system folders and Not folders that you created.
An example
D:/users/Eliane&Pierre/cookies
The cookies folder is accessed via IE, Tools, Internet Options. Click the General tab and then Browsing History settings. There you will find buttons to view objects and view files.
Click view files to see cookie files. From there you can selectively delete files.
Keep in mind that those system created shortcuts you see in system folders are for system use only.
They are not user accessible no matter what privileges the user has.
\Users\<username>\Cookies is one of them.
