I want to know what the FPS are that the computer can handle, so I can compare with it to Quake 3.

I'm not sure I understand your question. You want to compare other games to your own Q3 performance, or you just want to find out your framerate for Q3 itself? For most every game these days the game itself will calculate framerates. It's really the only way to get that information.
Erg... kinda confusing post.
There are no programs to my knowledge that tell you how many Frames Per Second your games run at. Usually the games have built in things to do this. I don't remember any of them off the top of my head... Quake 1s is Timedemo Demo1 that will get u average FPS...
Look on the games site or in it's readme.txt file.

You will get different FPS on different applications. So there is not really a utility to check your systems max fps. I show a big change in fps when i go from quake to Motocross Madness and even bigger when I go to MCM2.
