HI:
If the command center is off, no voltage is present at any of the outlets so your equipment will not see a surge. If the command center is on, the MOVs will take care of any surges and send them to ground protecting your equipment. If lightning strikes your equipment, it doesn't matter what you have it plugged into it will be toast. The only sure protection in a storm is to unplug the equipment.
A thought! Could a lot of problems, some of you guys have, be caused because you never turn your system off? When windows is restarted it goes through a process of repairing itself, so to speak, and that is one very good reason to turn your system off.
