Well, there are 2 ways to regulate fan speed. You can either reduce the voltage (most rheos) or "pulse" the same voltage. All "pulses" are 12volt pulses. Less pulses per second = slower fan speed. More pulses per second = faster fan speed.
The reason I like the Nexus compared to other Rheos is the pulse regulation. For instance, with my PC Mods Rheo which simply increaases resistance lowering the voltage to the fan, if I turned on my PC with the fans turned all the way down, there was not enough voltage going to the Tornados to get them going. You had to turn it up to get it going and then turn it back down. Kind of like "kickstarting" the fans.
However, since the Nexus "pulses" 12 volts, instead of regulating the voltage down, the first pulse of 12volts will start any 12volt fan regardless of startup voltage requirements of the fan.
