I wouldnt know for sure so go easy there :) also cant a fast cpu do vertex shaders anyway?
memory bandwidth is of course important...but the lack of 4 pipelines is what will really limit it...and cpu's can do vertex shaders but when the video card does them they are generally a lot more faster...and when you have the cpu do the vertex shader instructions...it leaves it less time to do ai and physics and geometry...

the lack of dx8 is the one thing that really hurts but however for todays and yesterdays games, dx7 is all you need anyway and $50 for a card with half GHz ram........thats ti4200 bandwith right there dude.
sure dx7 based cards is all you need but the mx440 will definately struggle and of course it won't look nearly as good without the shaders...bandwidth does not mean you'll get good performance...the tweaks and optimizations found in the ti4200 core are probably not found in the mx440 core...
