When you have a low rail, (voltage), the hardware will always draw the same amount of power (wattage). This causes the hardware to draw more amperage through the rail at that lower voltage. More current (amps) = more heat and premature death. If you can adjust the rail, I would increase it immediately. If not, replace the power supply as soon as possible.
