How about doing it in Java? Java is very similar to C++, and is great language for people that are not familiar with object oriented programming (a la C++) since it really forces you to stay within the object oriented paradigm. It's safe, and relatively easy to program in. Also, it has a good (if not terribly fast) 2d graphics API, and you don't have to worry about things like device contexts and all the other stuff that comes into programming an application using the Win32 API.
