****, sorry to curse, but DAMN... i took out 2 metal mounting pieces not doing anything on the mobo but being there....so they are elminated from the problem.... what else can cause some shorts?
Note: My POST system is an Abit KT7 (non raid) with a Tbird 750, GeForce 2 MX, and 128 MB PC100 CAS3 memory (NEC, PNY)
I have no drives attached...
i don't know at this point I am kind of grasping at straws but I would check wires from the switches on the case to see if any of them have shielding that has been worn off etc. Do those boards have a power LED on them? if they do hook it up to another power supply to see if it still takes power...maybe it is damaged.

I had the same problem with my old computer, it would sometimes turn on and sometimes it wouldnt, what it turned out to be was when i was puting the cards in, a little bit of the card wasnt going in all the way, so sometime when i turned the computers power on i shook it and it would turn on, so it might be you dont have the screws in all the way so the board is bending sort of when you put the cards in and the cards arent connecting all the way to the slot...hope this might help.

Another very simple suggestion; hit reset after power. When unlocked/clocking that is sometimes req'd each time!
Vash also has valid point, some case back panels do not align directly perpendicular to
mobo plane, and the front of the pci card will actually pull out enough to interfere with connections. That happened to mine, tried the pci's without screwing in, no problems. But when I tightened the pci holdown screw(s), it would not work. Had to reomove mobo and use fiber spacers to correct obtuse angle.
