Regarding his new computer.. I think you should go with the P4 CPU, a stable motherboard that supports the DDR PC3200 ram. Two Maxtor Diamond Plus quiet 80 GB drives, as you already considered. A 350 watt Q-tech PSU or an Antec 350 Watt TruePower CPU, a Lian-Li 65 cabinet (it depends if you like the design), Videologic Sonic Fury (if you like to listen to a lot of music, otherwise the Audigy is a better choice), the Toshiba 1612 DVD-ROM, as you also considered yourself (this DVD-ROM is quiet, yes). I think you should reconsider another CD-RW drive, like the Lite-On drive with 40 or 48x writing. It has better compatibility with a wide variety of medias and is slightly faster than the Plextor drives. The only thing Plextor is superior in is in regard to the tray quality.
And finally, the monitor..
If you have the space, I would recommend you to get a Samsung 900 NF if you like gaming as well. This monitor is an excellent 19 inch monitor, capable of high refresh rates at high resolutions.
Edit: Definately go with the Altec Lansing 641 over the Logitech. It should perform when it comes to sound quality. The system also look far more sleek than Logitech Z560 (that´s just me) :)
I just bought a SAMSUNG 181T, It cost me 900 bucks but i couldnt be happier. www.techonweb.com I think. Plus it has the ability to rotate to 90^o so the long end is up. Check it out if you really want to build a new computer. I just bought a new comp myself.
