I don't think it has anything to do with the card, more likely the mainboard (and more specific to the type of mainboard.) Mine worked at AGP 4X right out of the box too.
viper726, AGP 4X has been proven to limit FSB overclocking before on other systems, usually this is fixed by upping the AGP voltage, if you have that option. Maybe you should try benching with both AGP4X and AGP2X, and seeing if there's any performance difference between the two, I know in my case there was about 50 or so 3D Marks.
