it really has little to do with ram or cpu past a certain amount, in fact i bet my original nexus one (singe core 1ghz) would run smoother once i install jellybean on it.. when ICS first came out and i installed it on my nexus one, it was actually smoother than the newer dual core phones at the time running gingerbread (ie htc sensation), this is why i always stick with a nexus device from now on... it doesnt matter if you have the latest quad core and 2-4gb ram if you are stuck with last years OS (like installing winXP on a 32gb ram gaming rig)
i picked up the nexus 7 tablet pre-order 2 days ago and it is extremely smooth.. i have not run into any stutter at all... but once again, i think this has more to do with it running jellybean than the quad core tegra3. in day to day use, the UI feels the same as my galaxy nexus (dual core 1.2ghz) but you can feel the tegra3's horesepower when playing high bitrate mkv movies which makes my galaxy nexus stutter regularly.
i have no experience with the iphone4s, but its definately smoother than my iphone4 16gb
