The movie comes into play as a catalyst of sorts, there were people who were modifying their civics before TFATF, however they were just mere modders like everyone else. After the movie the epidemic began. People realized that it's (supposedly) "cool", neon lights, Type-ARRR shift knobs, JDM mirrors, began filling up Kragen, Pep Boys, etc. That's how the movie comes into place. It basically made the current definition of "rice" just that.
You have the wrong image of rice. It does not depend on the car at all. There are some civics that can blow the doors off a viper easy (in fact i can dig a link about one later, it ran quarter mile in less than 9 seconds), but when all the person has is a giant exhaust, and cosmetic touches and thats it, then its rice. Most ACTUAL racers dont mess witht he apperance that much at all, the most they do is put on stickers of companies whos parts went into the vehicle just out of gratitude.
