first off putting the .htpasswd file in the www root directory is not a good idea, it should be above the root so it's not accessable from the web.
could you post the contents of .htpasswd and .htaccess?
If your sig is longer than your post then type more.

It's always been my understanding that Apache doesn't allow requests to files who's name starts with a period, is this not true?

when you direct to the passwd file in the htaccess file is it \ or /
what i mean is the directory of the webserver is C:\Apache Group\Apache2... and i have put the passwd file in the dir C:\Apache Group\Apache2\bin\users do i enter that way or change \ to / reading C:/Apache Group/Apache2 .......
the files reads as follows:
htpasswd is just: secret:BRsH.hU8Oiq4Q
and
htaccess is:
AuthUserFile C:/Apache Group/Apache/bin/users/.htpasswd
AuthType Basic
AuthName 'Sample Password-Protected Directory'
<LIMIT GET>
require user secret
</LIMIT>
this is doing my head in

You can set it up like that. Here is the section from mine that does this:
Code:
###
### AccessFileName: The name of the file to look for in each directory
### for access control information.
###
AccessFileName .htaccess
###
### The following lines prevent .htaccess files from being viewed by
### Web clients. Since .htaccess files often contain authorization
### information, access is disallowed for security reasons. Comment
### these lines out if you want Web visitors to see the contents of
### .htaccess files. If you change the AccessFileName directive above,
### be sure to make the corresponding changes here.
###
### Also, folks tend to use names such as .htpasswd for password
### files, so this will protect those as well.
###
<IfModule mod_access.c>
<Files ~ "^\.ht">
Order allow,deny
Deny from all
</Files>
</IfModule>
