Computer powers up but doesn't POST, help me please

Ok, my old rig in my sig won't even power up, it gives an error of 00 which isn't even listed in the manual. All the fans and stuff power up but it doesn't even post. In my new rig, same thing. It turns on but doesn't even post. I have two psu's, an enermax 300 watt and some compusa 250watt I just now bought because I thought it was a psu problem. I have tried booting up with both the wattages (but it's primarily set on 230) on the back of the psu, nothing. Why won't it post?!?!

You mean voltages, don't you? Should be 115-120V here in the States.
Make sure you have the voltage set correctly then try clearing the CMOS.
