I have seen a few people buy them... They are legit...
They deal in a larger large bulk orders... So yes I can see them doing that! Plus that doesnt come with a heatsink 
They make you buy the board and proc... But they push other products on you too to make more of a sale 
Its just a ad ploy to get you into the store

Very true actually, the so called "ad-on sales" they try but do not succeed. Atleast not on me. All the parts are new and yes no heatsink but for a copper one its another 20bucks or so.
19.99 + 89.99 = 109.98 It's still a damn good deal IMO. Considering some places (like newegg) charge me taxes on I buy anyways...

Shipping is steep at about $50, but he is shipping from Canada. But still at $70-120 that is dirt cheap for a motherboard,cpu(most with stock HSF),case and ps. Look at his seller rating of 15500+ and he is moving some major amounts of hardware and at a 99% positve!
